“ I've stopped by a few times and they were randomly closed. Phone lines not working. I tried going by again last week and people were clearing the restaurant out. Wondering if they are permanently closed or moving locations? ”

They don't really check up on you -- more water? -- once your food arrives. But if you're having a private conversation, suppose that's an advantage. They give you a water bottle when you sit down, but the spicy salty food has you craving for more water. ”
